On January 19th, the Energy Bureau of Guizhou Province organized a video conference to promote the intelligent construction of coal mines. Chen Hua, Secretary of the Party Group and Director of the Guizhou Provincial Energy Bureau, attended the meeting and delivered a speech. Liu Xiaoyang, member of the Party Group and Deputy Director of the Guizhou Provincial Energy Bureau, presided over the meeting and provided policy interpretation. Xu Zhenhong, member of the Party Group and Deputy Director of the Guizhou Bureau of the National Mining Safety Supervision Bureau, and Han Shuqiang, a second level inspector, attended the meeting and provided document interpretation.
The meeting interpreted policies and documents on the "Guidelines for the Construction of Intelligent Coal Mines in Guizhou Province (2024 Edition)", "Evaluation Measures for Intelligent Coal Mines in Guizhou Province (2024 Edition)", "Implementation Plan for Accelerating the Intelligent Construction of Coal Mines in Guizhou Province (2024-2026)", and "Notice on Relevant Matters Concerning the Comprehensive Promotion of Intelligent Construction of Coal Mines".
The meeting pointed out that since 2017, under the strong leadership and strong support of the Provincial Party Committee and Government, the intelligent work of coal mines in our province has achieved phased results, laying a foundation for further promoting the development of intelligent construction in coal mines, accumulating experience, and exploring the path of Guizhou. At the same time, we must also have a clear understanding of the problems and difficulties faced by the intelligent construction of coal mines in our province, comprehensively grasp the strategic positioning of coal in energy production and consumption in our province, and deeply understand the new deployment and requirements of the country and the province for the intelligent development of coal mines.
The meeting emphasized that intelligent construction is a necessary path for the high-quality development of the coal industry, an urgent need to solve prominent problems in coal mine safety production, and a key measure for coal mining enterprises to reduce personnel and increase efficiency. The management departments of the coal industry and coal mining enterprises should recognize objective problems, strengthen confidence, gather consensus, overcome difficulties, and promote the intelligent development of coal mines in the province towards a stage of high-quality development.
The meeting requires the management departments of the coal industry and coal mining enterprises to anchor task goals, quickly develop work plans, refine measures, clarify responsibilities, carefully organize, coordinate up and down, and orderly promote the intelligent construction of coal mines in their respective jurisdictions and enterprises. The Provincial Energy Bureau will carry out regular scheduling and reporting. The Guizhou Bureau of the State Administration of Mining Safety has incorporated the intelligent construction of coal mining enterprises into the scope of daily supervision and law enforcement work.
At the meeting, representatives from the energy bureaus and energy enterprises of relevant cities (prefectures) made exchange speeches. Relevant departments and affiliated units of the bureaus, coal mine safety supervision departments, provincial scientific research institutions, and representative units of coal mining enterprises attended the meeting at the main venue. The coal industry management departments of relevant coal producing cities (prefectures), counties (cities, districts, special zones), and some coal mining enterprises attended the meeting at the branch venue.
