On the morning of November 19, the 16th China New Energy International Expo and Summit Forum was grandly opened in Xixian New Area, Shaanxi Province. At the meeting, Xiong Minfeng, Deputy Director of the Department of New and Renewable Energy of the National Energy Administration, delivered a speech.
Xiong Minfeng put forward three suggestions for the future development of new energy. First, actively participate in the development and construction of new energy to promote the high-quality development of new energy; Second, adhere to innovation driven and technology led, and continue to promote new energy cost reduction and efficiency increase; Third, strengthen international cooperation and actively build a new energy development pattern of mutual benefit and win-win results.

Good morning, leaders and colleagues!
It is a great pleasure to participate in the 16th China New Energy International Expo and Summit Forum in the form of online video. First of all, on behalf of the New Energy Department of the National Energy Administration, I would like to express my sincere congratulations on the smooth convening of the meeting and express my heartfelt thanks to all parties concerned for their long-term concern and support for the development of the new energy industry!
In the past October, the Twentieth National Congress of the Communist Party of China was successfully held. The Report of the Twentieth National Congress pointed out that China's strategic emerging industries had developed and grown, and new energy technologies had made significant achievements. It fully affirmed the achievements of China's new energy development, which encouraged the whole industry to be more excited and more energetic. At the same time, the Report of the Twentieth National Congress proposed to promote the integrated development of strategic emerging industries, build a number of new growth engines such as new energy, actively and steadily promote carbon peaking and carbon neutralization, and accelerate the planning and construction of new energy systems, which pointed out the direction for China's energy industry, clarified the development tasks, and provided fundamental compliance.
Since the 18th National Congress of the Communist Party of China (CPC), the new energy industry has made concerted efforts to forge ahead in unity, deeply implemented the new strategy of "four revolutions" and "one cooperation" capacity security, and worked hard to cope with various risks and challenges, achieving leapfrog development.
First, the development scale continued to expand.
By the end of September this year, China's total installed capacity of wind power, photovoltaic and biomass power generation had reached 350 million kilowatts, 360 million kilowatts and 40.6 million kilowatts respectively, ranking first in the world for 12, 7 and 4 consecutive years.
Second, the generation capacity is increasing, and the substitution effect of renewable energy is increasingly obvious. In 2021, the generation capacity of new energy will be about 1.14 trillion kilowatt hours, which is basically equivalent to the domestic electricity consumption of the whole country, accounting for 13.7% of the electricity consumption of the whole society.
Third, the level of technology and equipment has been continuously improved. China has a complete new energy industry chain system, and its international competitive advantage is prominent.
Fourth, the cost of development and construction has been declining, and has entered a new stage of affordable and non subsidized development in an all-round way. It has got rid of subsidy dependence and realized the transformation from subsidy driven to market driven.
Fifthly, the scale of development has been constantly innovated, the application scenarios have been constantly expanded, and a variety of new integrated development models and new business formats, such as "architecture+new energy" and "ecological governance+new energy", have been explored and formed.
At present, coping with climate change has become a global consensus. Accelerating the green and low-carbon transformation of energy is a concerted action of all countries. Since the "Fourteenth Five Year Plan", we have anchored the goal of carbon peaking and carbon neutralization, firmly grasped the key period and window period of the "Fourteenth Five Year Plan", deeply implemented the new energy security strategy, and vigorously implemented the renewable energy alternative action. According to the new situation, new tasks and new requirements faced by new energy, the policy system has been constantly improved, policy supply has been strengthened, and the development environment has been optimized. The "Fourteenth Five Year Plan" renewable energy development plan has been issued with emphasis. The implementation plan on promoting high-quality development of new energy in the new era has provided planning guidance and policy support for the sound and rapid development of new energy, and has focused on organizing the development of the desert, Gobi Large scale wind power photovoltaic construction and whole county roof distributed photovoltaic development pilot work focusing on desert areas.
In the first three quarters of 2022, the new installed capacity of wind photovoltaic power generation in China will be 19.24 million kilowatts and 52.6 million kilowatts, respectively, with a year-on-year growth of 17% and 106%, showing a stronger development momentum of new energy and a higher investment enthusiasm of all parties. In the future, the prospect of new energy development will be broader, and the installed capacity will maintain rapid growth, which will also become the new normal. At the same time, new energy will continue to develop in a healthy and high-quality way, There are still many challenges. Constraints such as land use and consumption are becoming increasingly prominent, and all parties need to work together to solve them.
Here are three suggestions:
First, actively participate in the development and construction of new energy and promote the high-quality development of new energy.
New energy is an important measure to implement the strategies of ecological civilization construction, carbon peaking, carbon neutralization and rural revitalization. It can achieve comprehensive benefits such as economic benefits, ecological benefits, social benefits and people's livelihood benefits. It is hoped that all parties will actively participate in the development and construction of new energy as always, and work together to build and maintain a safe, stable and reliable industrial chain, as well as a standardized and orderly market order, We will closely synchronize the development of new energy with the overall goal of promoting China's high-quality development.
Second, adhere to innovation driven and technology led, and continue to promote new energy cost reduction and efficiency increase.
At present, new energy has become one of the main battlefields of a new round of energy revolution and scientific and technological industry revolution. With accelerated iteration of technology, new technological routes are emerging constantly. I hope you can fully stimulate innovation vitality, focus on research and development and promotion in frontier technologies, core equipment and other fields, and strive to achieve new major innovation breakthroughs and consolidate the technological foundation for industrial development.
Third, strengthen international cooperation and actively build a new energy development pattern of mutual benefit and win-win results.
At present, the development of new energy is the trend of the times, and it is also an important area for countries to invest in. We hope that everyone will strengthen exchanges, cooperation and experience sharing in new energy technology research and development, trade and investment, standard system construction and other aspects, make a Chinese voice, tell a good story of China, and contribute China's strength to the green and low-carbon transformation of national energy and to coping with climate change.
The blueprint has been drawn, and the mission is inspiring. We will work with our industry colleagues to earnestly study, deeply understand, and implement the spirit of the 20th CPC National Congress, strengthen confidence in the development of the industry, improve industry development policies, continue to promote the development of the new energy industry in a larger scale, higher proportion, and higher quality, so as to achieve the carbon peak and carbon neutral goals as scheduled, promote the energy revolution, and promote economic and social development Make new and greater contributions to the overall green and low-carbon transformation.
